Here is something I just came across on the Req Wireless FAQ which would explain why you are having problems and why it worked for me, as I am on the $19.99 Internet plan.
Sorry I don't have better news.
Quote:It appears that as of mid-December 2004, T-Mobile has changed their T-Zones service to prevent HTTP traffic such as ours to reach your handset. Our current understanding is that you require upgrading your data plan to "T-Mobile Internet". We do not plan on having the Reqwireless applications use non-standard ports to work around this issue, as any such workarounds can easily be addressed by T-Mobile, and Reqwireless has no interest in subverting T-Mobile's attempt to legitimately control their network resources.

It should, but can't guarantee that it will. If you decide it is that important and don't need to connect from a laptop or PDA try the $9.99 plan first to see if it works. Might save you $10 a month.
Hope that helps...

mrao Yes,
This is US dollars. However the $19.99 is for unlimited GPRS on your phone or via your laptop/PDA. Plus VPN access, pop3 and so on.
Basic GPRS on your phone is only $4.99 a month for unlimited GPRS. In comparision to other US carriers this is cheap.
