If its on then it should work.
I can only suggest you reinstall sman on both phones which might fix the problem.

Soichiro and babis are very correct, the jakee's phone must have bt set to disscoverable mode. Having the bt just set to on, won't allow any incoming UNLESS it's been paired due to it being 'invisible'
