@governor - I suppose so too mate. I have a friend who uses her Nokia 7650 in Australia, the model is a dual-band fone though!

The difference between the T28s and the T28 World is that the S works with 900 and 1800 mhz bands (for Europe), while the World one works with 900 and 1900 mhz bands, allowing it to work (almost) everywhere in this planet...
The T28z is (accordingly to SE's site) a one-band version (1900 mhz only) while the T28sc have chinese characters...
