blayv got it in one.
All devices set themselves up higher than the actual capacity of the connection to maximise effiency.
My cable router is capable of speeds up to 384mb, and is set up to 100mb. It doesnt mean im on the internet at that speed, since the actual speed is limited by my isp to 2mb.
Just because something says it is connected at a high speed, doesnt mean its able to use anywhere near that much bandwith.
Dont worry sngd, its a common mistake to make.

Well if it is a gprs connection you can only get 115kbps. That speed is the one which the v800 is connected to pc. The v800 is connected to net at a diff speed.

The DTE speed (in this case 115kbps) is the max. speed at which your computer can connect to the attached modem. The DCE speed is the max. speed of the connection between modems, example phone modem to isp modem. Data on DTE connections isn't compressed, DCE is, so the DTE speed will usually need to be 20 or 30% faster than the DCE speed, to ensure the DTE doesn't create a bottleneck. (the above is a gross generalisation)
DCE speeds are theoretical and not always attainable, whereas DTE speeds are usually more reliably achieved due to it being a direct connection with only small distances and minimal signal attentuation between computer and modem device.
DCE Speeds:
384kbps is the max. theoretical for 3G, (2Mbits actually but that's another story),
144kbps for gprs on edge,
48kbps for standard gprs,
56kbps for a dialup connection with a standard modem
9.6kbps for a standard analog modem emulation on a mobile phone.
These figures (especially the 3G figure) change as technology changes.

gprs is the data transfer layer, EDGE is a signal modulation technique used to carry the data at higher data rates than possible on standard gsm networks (hence it is called 2.5G). GPRS can be carried by 3G network services as well as 2 and 2.5G networks.

well yes that is accurate, but I think gprs as such can run on standard GSM as well as EDGE gsm. EDGE (Enhanced Data rates for GSM Evolution) is a hardware enhancement of standard GSM. GPRS is a transfer layer protocol that can use either normal GSM or EDGE as a carrier.
So it might be more accurate to say that; for every bit that GPRS can carry on a normal GSM network, it can carry three on an EDGE network. But I'm no expert by any means, that's just my reading of it

ive seen and heard people using phones and doind speed test online and gettin connection speeds of 1.5mbps.
3g is purely dependant on the amount of people in your cell.
take a trip to london around wigmore steet and you will see your 3g speed go thro the roof.

384 is the practical speed at which 3G operates, in country areas where base stations are less frequent, you'd be lucky to get 384kbps, and infact often will "drop down" to a low network like gprs on GSM 2G (48kbps)
The 3G standard says 3G networks should be able to maintain an average throughput of 384kbps, but you are right 384 is not the maximum thoughput possible, it's just the cruising speed.
As 3G becomes more dominant, base stations will increase, and average throughput will increase too.
