The internal 16Mb of RAM is the only RAM on the phone suitable for running active programs. The other storage in the phone (additional memory, and memory-stick) are not truly 'memory' in the desktop computer sense of the word, they are more like hard-disk space, and a lot slower than the 16Mb.
If the P900 had a sophisticated hardware Memory Management Unit, it might be possible to page the active memory to the memory-stick so it acts like virtual memory.
The P900 does not have an MMU capable of this. Analogy - you connect one of those 512Mb USB memory-sticks to your desktop PC, it doesn't give your PC an extra 512Mb of memory, merely an extra 512Mb of storage space.
