Here in Italy I'm using 2 providers, with a flat rate: 10 euros a month, 10 euros each 3 months (but a little slower due to heavy traffic).
There's a chance to pay for each downloaded MB too, but it gets expansive too faster.

What is the most fair to charge on using GPRS ?
Is it base on the data byte sent or received or base on time connection or monthly charge (umlimited usage).
Your opinion highly appreciate.

Here, in Russia we pay:
Wap over GPRS - $3 per month, unlimited traffic
GPRS - $0.25 = 1mb
Other operator has still free GPRS, but coverage is not very good.
