I don't think so, as I understood it, those who voted for the top-4 wouldn't have to change their votes, the difference would be made by the votes of those (7), who didn't vote for one of these four the first time, wouldn't it ?

Yes the formar votes will be counted but to choose a winner, we need to break the tie between 4 highest votes getter. So again voting is being done but it is only among the 4 entries. After the mentioned time by hihihans, we will have a winner. If again we have a tie, hans has different idea about choosing winner.
So for now you can vote again but between these 4 entries only.
