basically counter strike is just a mod of Half life. It wont work if you dont have Half life installed. Just like Alloy wheels wont get you anywhere, if they are not attached to the car
so get a copy of half life, install that then install counter strike.
1.3 isnt the latest release though. You'll need to get the newest files:
