If anyone else can think of a better solution to stopping people who are running away from you despite repeated orders to stop, and wearing heavy coats on warm days, please someone do send us a postcard!

You're speculating. Who gave the "repeated" orders? How often? When?
And if you're going to incapacitate someone you shoot them in the head. Twice.
And if you think they're suspicious (like wearing a coat or something), you DON'T let them get on a bus full of innocent civillians!

they put an article on the paper about how his visa expired... its all so irrelevant considering they shot an innocent man. (all a friggin plot to turn the innocent man into a bad person and to divert the attention of the wrong doings of the police)
