This must be some sort of joke. You used to have blurry-cam photos of stuff due to the shittiness of mobile-phone cameras from back in the day. This is deliberately blurred. Why? Why not just take a proper picture instead of deliberately defocusing it.

Coolkid8689 seems to think that pic is of Xperia ZR and I have to say I agree with him. It does look exactly like the Xperia ZR, so this pic is probably a "hoax"

I thought they were talking about TOGARI in full white. not Honami if I remember well (I read Chinese) >.
