Organisations processing confidential information have to completely destroy old equipment, lest any of the sensitive data is retrieved by unauthorised parties.
They are just monitors. I remember I got my first PC from my Dads work place when they replaced them all. It was all cleaned and restored.

Whoever chucked those monitors into the skip missed a chance for some fun, dropping the tubes in and watch and listen to them implode (used to do it with knackered TV tubes in a previous life)

Yeah it was good but a lot of people were getting disappointed as they could only hear the car engines and not see them which is fustrating. That's why I'm glad I climed the scaffolding
