in the first link looks to be a 256 colour version. The original bmconv file was only a 4 grey scale converter for the original Psion machines.
The one included in the Symbian SDK may well be a 4096 or 65K colour version but as you say, its a big download for just the SDK

Bmconv - Bitmap Graphics
[MS-DOS program] Why would you convert a bmp bitmap? I convert a map obtained on the internet into an Epoc format for use with RealMaps. You can also make or find icons or program splash screens or display backgrounds using PC tools, and convert them. In the other direction, you may wish to turn a Psion Sketch or a screen capture into a PC format, perhaps to incorporate into a web page.
Psion provide the bmconv.exe MS-DOS command line program to convert multiple Windows bit maps (.bmp) to an Epoc ROM image multi bitmap file (use the special /r option) or to a file store multi bitmap file (.mbm), and the reverse (using the /u option). The manual is provided on the PsiWin disk under the name tlbitmap.htl, however the version that comes with PsiWin is often outdated. Download the latest version (at least version 50) from the Psion site. Typing the program name with no parameters will also provide a list of options available, many of which are not in the manual.
bmconv psifile /c8bmpfile1 [... bmpfileN]
will convert [optionally multiple] .bmp files into a single 256 colour compressed .mbm file. Using the extension .mbm in the psifile name is recommended, although not required (Epoc does not use file name extensions to identify file contents). Notice the /c8 (1, 2, 4, 8, c2, c4, c12, c16 and c24 are also allowed). The default conversion if not specified is two bit (black, white, two grays).

The words you've said about being able to deal with 12-bit or 16-bit of colors in an MBM file has tickling me... does anyone have such standalone MBM Converter (if it can be separated from the SDK) ?

I found out how to creat a MBM file!
Install the BMCONV
and BMP2MBM
Than double click on the BMP2MBM and a file appears (a MBM file).
U can't open it but double click on it.. then choose open with another programma... Use 'Windows Jotter' (don't know the word in English but I hope you guys understand). Than copy the line: BMCONV.EXE newfile.mbm /c16picture1.bmp /c16picture2.bmp /8picture3.bmp into the field and edit it (with the manual on my-symbian).
I made this: BMCONV.EXE statusbar1.mbm /c16statusbar1bmp.bmp
But it was in 'greyscale' on my P900

dunno what went wrong it has to be blue! Is someone able to help me with the right colourcode?

What you could try is to save the Bmp file in 16 colours yourselves.. (Or whatever you need to save it in)
and then use bmconv.exe output.mbm /c16filename1.bmp
I had to do that through the cmd to make it work though, and I had to convert the bmps first as well.

I used now C8 but now it doesn't appear....
And every time I try to remove the MBM file in the theme editor it crashes in Java something... I think it has been talked about more...
I just gonna see if I get it fixed.

I think my themecreator that was posted here sux... it crashes all the time... is there a way to download the original one at Sony Ericsson or an update already? I also can't view my MBM file in the Themecreator so it wouldn't upload it to the phone

But I don't know in which folder they must be.... and if the MBM files must be in the same folder and if I have to zip it afterwards and how do I rename the extention from .zip to .utz?
