The criteria is most certainly linear. All that matters is pressure and duration, and this increases with the rating. You will never see a device or enclosure rated IP58 that doesn't satisfy IP56, as 56 is a much much lower criteria.
IP56 refers to water jets of 100kpa from 3 meter distance. A depth of 1m, as needed for 57 and beyond, water pressure is 111kpa at 0m from all directions. IP56 is for 3 minutes. IP57 is for 30 minutes. IP58 is continuous.
It is a linear scale.
