Can't comment on worst really - haven't found one specific phone that was horrid.

Best - K800, great imaging qualities and all the latest additions needed for a phone of this price and position in the market.
Worst - P990, started off too highly priced and quickly decreased in value, poor stability, too big, not enough good, cheap apps available.
