cause he's manipulating drug traffic in order to finance his little conspiracy to take over the planet, of course...
what amazes me is his regret...
maybe he's begining to like the human race too much to go on with his evil schemes...
but i BET it's just 'cause he's starting to see that we're on to him, and FEAR is taking the place of logic in his reptilian brain...!
