I'm happy to say you are wrong. the K700 will not be sold with 32MB. It has been upgraded to an enormous 41 MB Due to the removal of the " Pre-PLay" function, wich we really don't need.
Might not help to much for your Mp3 purpose, but it's still an upgrade

QuickTime for Mac & PC can convert WAV to AMR, MP3 and AAC but you may need the registered version for some formats. Search the forum for "WAV AMR convert", but I guess MP3 or AAC would be better quality for ringtones.
