Yes, K700 firmware can be updated at home using dss-20 or dss-25. But if you have customized firmware from your provider, then new version may not be available for it.
The 2 GSM providers have not been amalgamated yet. There is an offer on the table. The purchase, if approved by shareholders and the government(2 agencies: Competition Bureau, Canadian Radio-television and Telecommunications Commission), won't be complete for at least 3 months.
