It'll like load all the plugins, the last status message would be something like "accessing web" , i remember the first timeI installed it was that it took time to load. I got messages such as Downloading data . . . Intergrating . . . . (i forgot the other statuses) but the last would be accessing web. However once you have installed it, it won't take that long the next time you login.
Im not sure if loading time depends on your strenght signal of the network but pretty much sure if your network is not working, you would still be able to run the app (assuming you had installed it successfull) but the only option that'll be showing there is the "Recommend" option.
Do you have the installer saved on your phone, try to check you network status (then run the apps since it'll require you to access the web) first then just leave it for a moment. I'm using smart BTW
