Well I emailed O2 today and this was their reply.
I'm sorry you've problems with your order.
There was a technical fault with the Online shop and at the moment an ongoing investigation is being carried out which has affected these orders. We won't be able to process your order at zero prices. Please place the order once again.

I rang them and got told it was out of stock.So i asked the lady if she could send me an o2 3g sim and she said yes.

Thats a polite way of saying that they are sending your details to the fraud squad
I just emailed them back stating theit terms and conditions, asking them if they will honour their contract, lets see what happens.
