You still have a lot more 10's than 1's, though, so I don't think, this is a problem, it's not forbidden, to vote 1 on a picture.
The problem were people massively voting 1 on pictures, with multiple fake accounts, to vote those pics down, and voting 10 on their own pics, to get them higher in the top rated list.

Yeah but like we all keep saying the system needs changing so ANYONE who votes 1 HAS to leave a comment & maybe explain why. If they have to comment then it should deter them from doing this as it will shame them. If they keep coming back again & again it's more constant hard work for the mods. They have to keep removing them only for them to return it's a vicious circle

Dunno, whether these cheaters are logging in from an internet-café, otherwise an IP-ban might be useful, though there are ways around that too. But, let's face it, when they really want it, they'll always find a way.
Forcing 1-voters to comment is an option aswell, but when people cheat and have multiple accounts, wouldn't they lie and post: "Beautiful picture!" and still vote 1 ?

Not if the score your issued was just to the left of your post... I would be totally transparent.

I can't even upload to the photo section, only to the forum, when trying to upload to the photo section, I get an error message, saying the software can't determine, whether the picture is made by a mobile phone
, dunno why, might be something on my pc, maybe the AV.
I can't participate in the monthly shootouts for this reason, otherwise not too bothered though

I resized some of them, on the phone itself, though, still, this might be the reason.
But I remember trying it with a full-size picture, as a test, and that didn't work either. Will have to do some more testing, when I have time.
