Actually they can, but for logical reasons they don't do it, they will need a place in the phone that doesn't have anything else ( no display / battery ) so the logical place here is the top or bottom portions but both have plenty of things including the motherboard, camera, speakers, audio jack, etc... so they will need to add more padding at the top or bottom of the screen to add such functionality which is not logical at all, that's why all phones with xenon flash have this hump.. as doing it the other way is not logical for phone designs with current tech.

it was 13mm thick but has a xenon + lens cover, I believe putting xenon on at least 10mm thick body is quite possible if you remove the lens cover. I think the reason for the need of a camera hump is if you are going for a larger sensor or a larger xenon.
