Say I want to clean install a new OS, what I used to do was just re-install it over Vista that I'm using at the moment, but that kept all my random crap (sorry, no other word to describe it with) in a WindowsOLD folder on my C drive.
So yeah, is it safe to just format the harddrive from Vista if that would work and then install it from there?

@sotam First, a check is made to determine if the customization functionality is enabled or not. More precisely, a DWORD value named OEMBackground in the HKLM\\Software\\Microsoft\\Windows\\CurrentVersion\\Authentication\\LogonUI\\Background key is checked. Its data, of Boolean type, defines whether or not this behavior is turned on, i.e. 1 for enabled, 0 for disabled. This value may not exist by default, depending on your system.
