This year not likely, but if one manufacturer can that's gotta be Motorola.
(Android that is) WP7 phones that will be announced soon are gonna be on par I guess with the X12 specs.
But Android maybe Moto might come up with something, but the others- HTC, Samsung, etc don't have anything as powerful planned for this year.

I'd be really surprised if the SO-01C / Xperia X10 successor wasn't announced in November. The SO-01C is already listed in DoCoMo's winter line-up, although no mention of specs.
