Oh... ok... i understand what you mean.
That's because IE7 layout is actually a multi-doc application.
This is, every tab is a new IE instance.
Unless i'm mistaken.

There is the address bar at the top, then the bar that has the "tabs" under that. The third row is customizable, you can unlock and move at wish, but you can't drag to the tab bar or the address bar or visaversa. :-). So the menu ends up on the third row, unlike the old ie where it was at the very top. :-). This message was posted from a Z1010
