no, it doesn't need to be fully charged and if the battery does not have enough capacity the update sofware will tell you anyway, so no need to worry

Ok.. I just flashed my f/w 10 minutes ago..
Things i've noticed.. may be wrong
-The screen is brighter
-volume when playing mp3 at max volume is louder
-camera version is 5.3 but the quality looks pretty much about the same
-didnt notice any about video quality
To users in asia pac(singapore, malaysia, indonesia etc) the new firmware is already out.. can flash now.
