They probably use them to control their drugs/crime empires on the outside, which if payphone calls are either monitored or restricted they can't do, least I think that's why the smuggle them in!
I reckon they got a little market place going on
bit of wheelin' and dealin'

This reminds me of that Brasilian girl who was caught in São Paulo airport with 9 (Yes 9!!!) Ipods Nano up her V...
The police got suspicious when they saw 9 headphones on her bag, but no device to plug them.

I'd say that was common in most prisons actually. Having spoken to a prison guard while installing carkits into prison transport vehicles, I heard some funny stories.
Like the phone up the back passage which was discovered when it rang... seriously!
Like the family members who visit inmates in stolen cars full of drugs while on their way to make deliveries...
And they're still trying the old ' hide something in the cake' trick...

after all these years.
Some even throw phones over the wall into the prison...
One prisoner here in NZ uses his one letter per week allowance to write to a news media friend, who posts each one on a blogsite. Guess he'll be looking for a K800 to be smuggled in then
