Worst...probably between some of the auto-focus less
phones and the Panasonic VS6..

the best is the k750/w800/w900/w810 batch. these handsets raised the bar of mobile imaging so high that they became the gold standard for other manufacturers in the 2megapixel era two years ago.
worst is 6280. full of noises even in broad daylight.

The best is K750i/W800i/W810i/W900i/P990i because they all have the same camera modul that made K750i king of 2 MP in mobile phone technology. Just check every website about mobile phones, they always compare new 2 MP phones with K750i, because K750i is considered to be the best. I've done a reasrch and found out that only Sharp models can compete with K750i.
And the worst 2 MP phone would definitely be any Motorola with 2 MP, and every other 2 MP camera without autofocus, and smaller lens than in K750i.

Best to worst:
top 5
1.K750/W800 (2 Powerful LEDs, lens cover, classic camera design)
2.W900 (video recording is the best among all CIF and QVGA video phones, thanks to it's superior Nvidia chip and 30Fps recording)
3.W810(no lens cover so prone to smudges)
4.P990 (it should be after W900 but the algorithm problems in it's UIQ software delivers it to these rank
5.K550/W610- excellent outdoor images, bad indoors(thanks to it's smaller sensor and lack of night mode setting
)
6. Sharp 802 2mp optical zoom phone(it should be in the same bracket as K750, but thanks to it's Vodafone network, it's limited to those countries utilizing vodafone.)
others:
-Nokia N90 (this phone is nokia's best camera phone, the AF camera which has the least compression to save the details, unlike it's successors which was the biggest joke of the digital camera world
from the largest producer of digital cameras: nokia (because amost of the phones they produce sports camera source: wikipedia)
-Lg shine 2mp (schneider-kreuznach optics) phones
-all other AF phones.
-all other 2mp phones
