A xenon flash is a tube filled with xenon gas and no filiment, the length of the tube is closely related to the flash brightness. The longer the tube the more power is needed to fire the flash, this power can only be obtained with a capacitor which release's several thousand volts in a microsecond to bridge the gap in the tube.
The closest you'll get to a constant light with a xenon tube would be a strobe light, which, if your phone was capable of fireing the flash at speeds equivilant to that of a strobe your battery would flatten extremely quickly.

I think I've noticed some of them on the road though. I personally find them extremely annoying - the bright white light is too bright compared to the more yellow halogen lights.
