24 fps is best.
When choose 30 fps I make BitRate 480 ( 16,66.. KB/s )
24 fps with BitRate 400 is again ( 16,66.. KB/s )

AGAIN...THIS link above realy should be stickied...
follow my link and - setup has helped many people ^the above mentioned by centaur and peterkay are all good too:)
