S60. By far the most mature, customizable and nice looking OS out there.
That is so LOL! Seriously, I'm sure you're not a programmer nor a modder in any sort of way or else you would'nt have made the comment about it being the most customizable, as S60 is a OS its a UI and that to Symbian, the OS S60 runs on is the most un moddable and least open UI, and anyone who says is'nt needs to get their facts right.
Firstly every phone has an OS, they're divided into Smart and Java based. The basic difference between them is the Java based ones have a Virtual machine on which Java apps can be run. Smart phones are those where native apps can be run.
Smartphones:
The different types of smartphones in todays market are:
1. Symbian(S60 and UIQ interfaces).
S60 is a C++ based OS. In its current form its blazingly fast, has excellent RAM management and is a good allrounder(these factors are all hardware dependant, I'm talking about the likes of the N82, N95, E90, P1i).
From a multimedia point of view, they're unsurpassed.
From a business point of view, here I'm on shaky ground, never used them for buisness purposes, but they're quite ok.
Moddability is nill in the Symbian platform, all system folders are locked down, and many APIs are restricted, to install an app you first need to get it signed by Symbian, and if you want to use a restricted API you need to pay them money for a certification of the app. In short, a true modder would find Symbian phones not smart or as powerful as WM phones.
Symbian is basically for the complete end user who does'nt worry himself too much over the internal workings of his phone and is content in using other people developed apps.
2. WM 6
Windows Mobile 6.0, now basically where multimedia is concerned windows mobiles are a step behind Symbian phones only because of the manufacturers. Not implementing drivers and the such. The User interface is liked by some, hated by many as it has'nt changed in last few years.
Windows phones are still the best buisness phones out there.
Where moddability is concerend, Windows phones are unsurpassed, you have access to all system folders, you can cook your own ROM images and flash them. Write your own apps, here Windows is ultimate, you can write pps for it iun C, C++, .NET, J2ME and even a few J2Se apps can be run using a special JVM.
ANother thing is you can alter the WM UI with several apps to bring it up to date to todays standards but this is generally time consuming but fun for the modder. Its for a handson type of person, if youre the typical end user dont consider WM. Unlimited freeware is another bonus
3. Apple
We'll its basically all eyecandy, good hardware backing it. The new 2.0 release should have exhcange server as well as ability to install apps, although freeware will still be limtied. Good if you want a little bit of hacking modding with a lot of eyecandy
4. Palm
Almost dead OS and never bothered researching into it.
5.EZX
Motorolas Linux based OS for touchscreens. Dead now. Lots of hacking to be done to get it to usable standards.
As per my opinion you should either choose WM or Symbian, depending on your needs, if modding is a must you gotthe WM way, if multimedia is more important you go the SYmbian way.
Emulators run crap on the current gen WM phones, you nee dto wait for the X1 for that. If gaming is important, got the N81/82/95

I've always found WM a bit messy and disjointed, I much prefer S60, I also like the BB OS too.

Looking at the current selection of WM6, it would be difficult to pick a device suitable for multimedia. If you'd decide on WM6 then don't pick a device made by
HTC. Instead choose any other vendor, such as E-Ten or LG.
Apart from the above, I don't have any other recommendations. Preference and taste are what will help you decide

Nope dont go in for Eten and Lgs either, they have very rudimentary graphic drivers(LG) while the Eten have none. If you wante reasonable graphic support your only choice is the XDA Flame(too big) or the imates 6150 and 8150, those are really nice devices with TV out, Nvidia GoForce processor(ver few compatible games thought) and USB host functions which allow you to connect an external pen drive to it.

. . .
So that makes the E-Ten's equal to HTC

Sorry for mentioning them...
The LG KS20 on the other hand should have at least acceptable drivers. The guys over at XDA-Dev were trying to port these to the Kaiser (TyTN II) which like E-Ten doesn't have any drivers at all.

I find Google android very nice(esp the UI itself) i just assume this OS is meant to correct the cons of both Symbian(modding) and WM OSes(customizability i.e. themes) but i'm not saying that this won't have it's cons.

Sounds to me like S60 will be the best for you: N81, N95-8GB, N96 have got what you want: The great Symbian S60 with; Ngage Gaming with brilliant graphics, powerful CPUs, N95-8GB AND N96 have huge screens, loads of apps, the best combination of Multimedia capabilities in mobile phones etc. . .
Theres no best mobile OS.
