Is this excuse for my family's old Windows 98 computer not turning on as lame as it sounds?

After that it says it can't turn on without reinstalling Windows... What the heck is that all about?

HaHaHa! That's a classic error, we used to get it a lot in the workshop! Ahhh, happy days...
I could fix it sometimes but most of the time I just did as it suggested and reinstalled the bloody thing
