It basically saves all the torrents' downloaded information...most people face problems with utorrent..like hanging..when resume.dat gets corrupted.

So i suggest that you try reinstalling utorrent..then start downloading a new torrent through it. Then you exit utorrent and delete the entire appdata/utorrent folder at once.
Or if utorrent is giving that access error..just exit it from taskmanager and without uninstalling delete the appdata/utorrent folder.

i'll try without networking and then i'll try booting from ubuntu live cd and see if i can delete from there

Since you have installed the software again you can try to do like this also: Install
Revo uninstaller and use moderate uninstall. That should remove all the remaining bits of the software.

well from the link provided, i was able to run the software, by making a copy of that .dat file somewhere else, so that the program then uses the copy and not the original.
the problem with vista is that its chkdsk utility always scans up to 21% no matter what i do.
is there anyway i can restart into DOS mode and run chkdsk from there?

Hiren's boot CD. Burn the iso to the cd and boot from the CD. There is one tool (among many) on this great CD and its called HDD regenerator. You must mail the man so he can give you the download link.
Btw, if you check both checkboxes in Check Disk it does not ask you to reboot?
Did you try Revo uninstaller? You don't need to copy the dat file anywhere.
