I have no idea, but the folk above me seem like slobs anyway ok so they both have jobs,
but there garden is a dump there not very clean I don't think

Nope as long as they get there rent and council tax they wont do a thing!
you know it's upto council tenants to put a fence up in the garden I think thats pathetic tbh!
