Sort the file by date in descending order (newest first). The top two files will be 100mb+ and ~16mb. In the archive you have two files. Rename file 1 to the 100mb+ file. Rename file 2 to the ~16mb file. Copy the files to the blob_fs folder and update.

Might be somewhere in the settings. Maybe you need operator's internet settings? The firmware is original SE firmware so I don't think it would remove 3G option.
