May I make a suggestion that if a picture is posted in the thread (and fits the rules and theme) it is counted as an entry/change of entry?
I can foresee a situation arising where it is possible for someone to post many photos in the thread marking them as 'not an entry just a photo I took that happens to fit all the criteria' in order to gauge reaction and effectively have a better chance at officially entering a photo that is more widely liked.
I'm not pointing fingers and not trying to accuse, I have in the past also linked to a picture that fits the criteria but not entered the photo (although I did not post a copy of the photo in the thread, only a link).
The other option is that any photo that is initially marked as 'not entered' cannot be later entered into consideration (nor can a vastly similar shot).
Just making a suggestion.

I must say, I agree... I have thought this every time someone has posted the "this is not an entry" statement. I think that only the OP can post photos to this thread which are not entries. All other photos can find a place in some other thread or the gallery.

Agree too!
Only the samples in the first post aren't entries,
all other photos have to be considered (1st or 2nd) entries. No "test-posting" allowed.

Agree with the rest. Photos put in monthly competition threads should count only as entry/change entry pics. That picture with dog was really nice. I liked the story how it was made by XperiaJunkie. Hope to see more attempts showing the beauty of the moment

You probably deleted it from the gallery which would then pull it out of this thread.... the good news is you get a 2nd chance, make it count!
