You couldn't do it in Java because the java programs need to run in their java environment and that would close as soon as you did anything else on the phone like try and send an sms etc etc.

I know this is slightly off topic. But methinks that the old motos (v3688 etc) could do the 'ta ta ta' network tone.
If you want to bar someone you could:
press 'c' and bar the person so that the person gets the busy tone.
or
press and hold 'c' for the ta ta.
I want that function on the SE. Then you can bar people 'politely'
