I'm not positive about 1800MHz but I know for a fact in the US the 900MHz band is one of the ISM (Industrial-Scientific-Medical) bands. Europe's got equivilent bands but I can't recall them right now. The ISM bands let anyone transmit without a proper license but the device must also accept any and all interference and not attempt to overpower the interference. As long as you make radio friendly devices you can run them on ISM bands. Cordless phones and other gizmos use the 900MHz band in the US though the 2400MHz band is becoming popular as well. That's the band Wi-Fi, Bluetooth, wireless cameras, and newer cordless phones use.
Way back when the 1900MHz band was licensed by US carriers for digital cellular as the 800MHz band got more crowded. When GSM was rolled out here the carriers used 1900MHz for GSM in order to use the same antennas they had been using for their TDMA network. Doing so let them simply replace the control electronics and keep their older antennas which were already licensed by the FCC. What I don't get is why GSM wasn't supported on the 800MHz band as well as 1900MHz. The coverage are would be a whole lot wider than it is now!
Seatlle has good GSM coverage from what I've seen. Most of San Fransisco and Los Angeles also have good coverage. I've run into problems when I've gone into more remote areas or smaller towns away from big city centers. In the Yosemite valley where I went on vacation this summer had no GSM coverage but pretty decent TDMA coverage. Most of my reception problems are in suburban areas away from downtown areas.
