I'm not sure of the real explanation? I do know that there are very few places in wales you can go without seeing the odd sheep... I've lost count of the times i've got stuck(whilst driving in my car) behind a family of sheep just wandering down the middle of the road... They're locally know as mountain rats.
As for the shagging tho... I do remember as kids(this ain't going where you're thinking) we used to go a wandering through the local farmers fields tryin to jump on the sheep's backs for a bit of a rodeo ride... That was often know as sheep shagging.
But maybe it goes back to something more Sinister tho?
