Have now got the correct language. The phone now has R4a008 software on it and it still has the same fault. I think that it about time to give up on this very weird fault and possibly get another r520. If only it was legal to change the imei number. I could have seen if the phone had been blocked by the networks then.

it's not blocked... R520m had as with T39m a few problems with reception.
Have you checked the reception bar when trying to dial? does it stay on a few bars, or does it drop to zero when trying to dial?
my guess is that it's a hardware related problem...

U should contact the person who sold it and get back the money. If @cytech is right, there isnt much to do. Hw faulty fones must be replaced, but in your case it wont work.
