Seriously tho I agree with what your saying, imho I think it would be very difficult to pick the culprit out of a crowd unless the victim had caught them red handed.
I don't believe it'll be outlawed, at least not in it's true form whereby the majority of people doing it at the mo are phone fans and are doing it once in a while for a bit of fun, and from my experience not having that much success
