Nope you will not need a DSS25 for use with SE Tool, i pmed you the cable supplier. U will need a T28 Fighter cable.

Flashing is just a slang term used that means writing information to the chip that contains information needed for the phone to run. Flashing is a verybroad term, you can decustomize a phone without upgrading it. But there is not much point in that.
