One thing you shouldn't do is convert MP3 files directly into Ogg files. Some encoders allow it, but the resulting quality is really beneath anything. You make Ogg files the same way you make MP3 files: stick a CD in your drive and let the program rip and encode it.

THAT truly depends. Between an uncompressed wav encoded to a 320kbps MP3 and an Ogg Vorbis file.. There ud be a sea difference. But otherwise its 10-15 % unless I am wrong..
