como eres argentino, te lo explicare en espaņol. lo primero es que debido al firmware no puedes silenciar el sonido de la camara por asuntos de privacidad. me explico, en caso de que fotografies a una person sin su permiso, esta se dara cuenta por el sonido que hace la camara. debes flashear el telefono con otro firmware
the second must be a bug. try to flash your phone with a generic firmware. this must fix the two "problems" you have

As tranced mentioned, both issues are due to the firmware of the phone, so you will have to reflash the firmware on your phone if you want to have that two features again.
