Yes it will. As far as I know, all of the Vodafone P990's currently are unlocked.

simplest way is to go to the sim lock menu in the service menu and if all padlocks are open then you are not sim locked

also T-Mobile are not releasing the P990i at all. (as they want to sell their crappy varios)
so it looks as if i will switch frm T-mob to Voda and gain full support...

I don't recall my own or anybody elses SIM free P990i from Expansys being network locked or tied into a contract.
In fact they (and loads of other suppliers too) seem to be doing a nice little trade in these apparently non existent unlocked, unbranded handsets.

...i tried my t-mobile sim in my vf p990i.
AND IT WORKS I TELLS YA!!
Even though the allure of keeping my web'n'walk sim card in the p990i is quite strong; i have to admit that i'd rather keep it in my k800.
I make more calls than gprs usage so the £12 worth of messaging i have is more than sufficient for me.
Untill the p990 gets firmware etc in order i'm pretty ok browsing using the k800's browser.
