They're not historically the same, no. Holland is actually the north west part of our country. the Netherlands was the assembly of all 'gewesten' in the area (including Flanders) and as all of them (except flanders) are still together, the official name of our country is The Netherlands.
Holland were always the most powerful and prosperous though, so that's how that name came in common use
