first thing I would check is that wifi is at the top of your internet group
control panel -> connections mgr - more -> settings -> internet accounts -> groups tab -> internet
if its not priority 1 then change it to be so and if that answers the question then your next question will be why is the phone not connecting via the data account that it was trying to use, but first lets check that

If thats not it, why dont you delete the specific WiFi account and try adding it again. Alternatively, try another WiFI network to make sure its not that particular one acting up.
And to add to what masseur said, you should make sure that you have added an internet group to your internet accounts. I have found that on a re-flash, sometimes thats missing and you need to add a group manually. Of course, the message is different....but still worth checking.

It behaves the same on any network, regardless of distance from router. Sometimes I can persuade it to work by repeatedly connecting and disconnecting, and opening and closing the browser.
I have an 'internet' group containing the wifi accounts. However when I'm on the wireless network, and try to open a web page, it still asks me which group I want to use.
Any ideas?
