Guess you need to catch hold of the bugger and ask im to replace the cd
Or does it install, but keep asking you to insert correct cd ....If this is the case there is usually a crack folder on the cd....you need to copy the *.exe file from the cd and paste it in the main program folder in the game directory on your hard drive.

Hmm...
Run Setup.exe from CD1
This should install the program....you should get a prompt somewhere midway to insert cd2....insert cd2 and complete the install.
Then access CD2 through Windows explorer...and copy the gta.exe file from the crack folder....and paste it onto the gta_sa.exe file ( replace the exe file with the one in the crack folder) on your C:/program files/ GTA SA ( Im assuming you are installing the game to your C drive)
