bro chriz is right if you can use socket free in your om4.2, then streaming in your default browser can be free.
About uploading you can use your om2.06 for uploading but you must set first your application setting Read and Write Data to always allowed.

It only have IP address only no port.w200

I can browse for free using SOCKET protokol on OM4.2
