AFAIK OpenGL ES3.0 support and TRIM are the main things, mostly under the hood and performance improvements.

Samsung expanding Galaxy Gear smartwatch compatibility to the Galaxy S4, S3, Note 2 and many others
Samsung's Galaxy Gear smartwatch wasn't much of use for anyone but Note 3 owners until recently, but that is all about to change, as Samsung announced compatibility with its most popular handsets.
Galaxy Gear will be now compatible to those Galaxy S4, S III, and Note II owners who got the Android 4.3 Jelly Bean update that started rolling out in Germany first.
Later on this month, a whole stable of Samsung phones will also start to get the compatibility update. These include the Galaxy S4 mini, S4 Active, Mega 5.8, Mega 6.3, and S4 zoom. Of course, as usual, the update availability will roll out gradually through countries and carriers, but the wheels are in motion, so if you sport any of the phones mentioned, you will soon be able to flaunt a Galaxy Gear on your wrist, too.

And just like that Samsung have managed to update a 2012 flagship to Android4.3 before most OEMs have updated their 2013 flagships

What happened to Sony being faster at OS updates and all that talk? Thought 4.3 would be out by now for Z, Z1 and Z Ultra at the very least.
Sony reveals its Android 4.4 KitKat upgrade plans
"Google officially announced the 4.4 KitKat a couple of days and today, Sony has revealed its Android upgrade roadmap. In an official blog post, the Japanese manufacturer has also announced its plans with the 4.3 Jelly Bean roll out.
As promised, Sony will be bringing the Android 4.3 Jelly Bean to its Xperia Z, Xperia ZL, Xperia ZR, Xperia SP, Xperia Z Ultra, Xperia Z1 and the Xperia Tablet Z. The software roll-out will begin from next month and as usual, the upgrades will seed region by region."
The Android 4.3 Jelly Bean upgrade list just doesn't end with the top-tier smartphones. Sony has confirmed that Xperia T, Xperia TX and the Xperia V will be upgraded to 4.3 Jelly Bean.
Sony is also the first smartphone manufacturer to break the news about its Android 4.4 KitKat upgrade cycle. For now, the Xperia Z, Xperia ZL, Xperia Z1, Xperia Z Ultra and the Xperia Tablet Z will be in the queue to get the latest 4.4 KitKat update.
Google has already announced that the 4.4 KitKat is designed to scale and automatically fit on the devices with as little as 512 MB of RAM. So, the update might eventually make it to a numerous Xperia devices, but no further model names have been confirmed at the moment.

That would be great Daviep, Samsung are still doing maintenance updates to the GS2 anyway, but I'd be very happy if it got 4.4, not even Googles own Galaxy Nexus is getting 4.4.

So that's the GS4, GS3 and Note2 on 4.3 now
It's just a matter of bug fixes and revisions for Samsung now, and sorting out the GS3s update which for some was quite buggy.
We are now waiting for 4.4.
