Northmonkey... Probably the OIS was left out because it would affect the thickness of the device.

Just remember that the M7 did have OIS, however had a tiny image sensor 1/3", while the new M9 has a sensor 1/2.4".

Finally, the absence of OIS and a larger lens opening is not big problems of M9 camera... The problem is really, post photographic processing, which is the same problem for all SONY'S (Xperia Z3, Xperia Z3 Compact and etc).

The lens present in the M9 is very good, the integrated image sensor is one of the best in the market and the dual LED flash has a good range, the big problem is the post-processing, the HTC fix it and find a good balance between noise reduction and sharpening, the M9 camera can be as good as the Galaxy Note 4, Galaxy S6 and Galaxy S6 Edge that today are the best cameras of all phones sold.

I read on several reviews that the sensor size is 1/2.3" which is bigger than the Note 4 and Galaxy 6.

Also, I like the fact that you can adjust shutter speed on the M9 as you can't do that on any Sony or Samsung phone.

Finally, have the best hardware is useless if the software does not help.
If the best hardware would be enough to define the quality of a camera, the Panasonic CM1 with its huge image sensor (1") would be the best, however it loses to clearly for the Nokia 808 PureView, which has a sensor smaller image (1/1.2").

Phones that have no OIS at least have digital image stabilization, I haven't seen anything that says this phone even has DIS.

The camera is getting better with updates apparently looking at the xda forums.

What I like about HTC cameras are the fact you can control shutter speed which isn't possible on other android phones. I also like the fact they have dual flashes and are very quick to take photos.
